Committee Meeting Minutes, held Sunday, 18th February, 2007

The meeting took place at 23 Waterloo Street, at 11:00 am.

Attendance

    No reply was received from Reggie Vincent or Richard Oxford.

    Gerald Featherstone was voted on to the committee as the new EBRA Secretary. Kerri Burns was also voted in as Member for Norfolk Sq. Both have volunteered to fill these positions for which we thanked them.

    David Hales has resigned from the committee due to ill health. The committee thanked David for all his work and wished him well..

    The minutes of the last meeting (Saturday 19th August 2006) were read and agreed. Any matters subsequently arising from the minutes are covered in the main items below.

    Jim Livesey presented for the EBRA Traffic sub - committee. Jim is awaiting information from Paul Elgood on the overall Brighton traffic scheme. This should be available on Friday 23rd February. When available the sub-committee will research how the items they have raised will be addressed.

    Items raised by the sub-committee include:

    • Ineffective traffic calming in Waterloo Street
    • Need for weight restriction on vehicles using Waterloo Street, since many HGV vehicles are using the area
    • Suggestion of a 20mph speed limit
    • Poor condition of roads, and repair of potholes, even when reported
    • Poor signposting, and usage of the one-way system within the area

    5/6 Western Road It is expected that the planning application presented to the council will be rejected, whereupon no further work should take place until a new or revised plan is presented. The council will decide the type and level of enforcement imposed.

    It was noted that the flats in the development have been occupied, and questioned whether this is legal.

    The point was made that objections to the development must be made for each set of plans presented. Objections are not carried forward from previous plans.

    Jane Austin is planning to meet with Paul Elgood to discuss the plan for the Brunswick area in respect of licensing, and any restrictions to be imposed.

    Concerns include:

    • Three late night takeaways in close proximity
    • Several 24hr off-licences
    • Applications being made to extend existing Licences

    It was agreed by all that a small stretch of Western Road from Norfolk Square to Waterloo Street is becoming crowded late at night and appears to be encouraging late night groups to congregate.

    The committee wanted to put on record their thanks to Jim Livesey, Sue King and Richard Gamper for all the work they have undertaken on EBRA's Traffic Sub Committee

    Finally Bill asked everyone to think of ways to encourage new members to join EBRA. Jane will investigate producing a leaflet to be distributed throughout the area.

    There being no further business the meeting closed at 12.20 pm.
